Hlasoh: It has literally no practical application, and no small amount of risk. We can gain Sparks easily other ways.
Hlasoh: That's assuming that its even possible to create Sparks solely through wagers, which is what it would effectively be doing.

Crow: and a casino gives plenty of opportunity to sharpen your mind and your wits

Hlasoh: Suppose as well, that somebody loses all of their Sparks gambling, and continually pesters their teammates to buy things for them. The potential for strife is increased.
