But magic artifacts don't come from nowhere. Usually artifacts are just made to make a power usable on a consistent basis, or to strengthen a weaker magic by stocking it up.

Does he now? That does narrow down what's going on. Usually when there are matching artifacts, it's because powers are used in tandem, grand relics, family heirlooms, or a kind of organization. Though grand relic is unlikely, those usually have a more ostentatious design.
